Two Plans Produced by Norquay Working Group   (July 2009)

The Norquay Working Group produced these plans through outside meetings when it became apparent (at the sixth NWG meeting) that planners were refusing to facilitate group work on a single plan. After stonewalling the seventh NWG meeting, planners grudgingly granted fifteen minutes at the end of the agenda for the plan to be presented at the eighth NWG meeting on 9 July 2009. The plan received signed support from a clear majority of the active ongoing members of the NWG. Planners retreated to City Hall for four months, to return with a new planning team. Going forward, the new team did nothing but announce their own isolated decisions — and usually refuse to let NWG see what was coming next.
