CoV Norquay Update
While developers have charged full steam ahead since Norquay Plan approval in November 2010, Norquay residents have not seen (and have not been allowed to participate in) any further “planning” — and have seen little payback for accelerated density dumping. As can be seen from earlier CoV emails at Eye on Norquay (February 24 and April 30 and September 11), this is the third deferral notice of 2012. Developers should be put under a concurrent and similar regime of deferral for their construction planning and approvals. Whatever happens in 2013, if anything, it seems certain to take the form of: Here’s what we did and decided, and now you serfs tied to the land in Norquay get to find out we have in store for you. You don’t like that? Tough! We may not be able to plan for when we’re going to tell you anything, but we sure can cram our professionalism down your throats. That what we call the step of consultation — step all over you.

Hello Norquay Resident/Property Owner,
You are receiving this email because you have signed up at a previous Norquay event to be updated on work to implement the Norquay Village Neighbourhood Centre Plan. We wish to provide a brief update on our progress.
We have completed final drafts of the new zoning schedules and anticipate forwarding them to Council in early spring 2013 for their consideration.
Public Benefits Strategy
Staff have evaluated priorities for amenities contained in the Norquay Plan and completed draft directions for the Public Benefits Strategy. This work will be shared with the community in early 2013 for their input before the Strategy is finalized and forwarded to Council.
Kingsway Streetscape Improvements and Repaving
Work has been proceeding on Kingsway to add a centre median, landscaped curb bulges, new lighting and additional street trees. This initial work will be completed shortly. As new development proceeds on Kingsway, additional improvements will occur to construct wider sidewalks, plazas and crosswalks to create a much improved pedestrian environment.
Public Realm Plan
The process to develop a Public Realm Plan for Norquay will begin later in 2013 with the help of a landscape architectural/planning team. This Plan will add detail to many of the ideas identified in the Norquay Plan including the Linear Park linking Norquay Park to Renfrew Ravine and important public spaces and community links identified by community members.
Norquay Plan Implementation Open House
We will be inviting the Norquay community to two Open Houses in late January 2013 to review information on the completed zoning schedules and draft Public Benefits Strategy directions. These events will be advertised broadly via an invitation card to all residences in the neighbourhood once details are finalized.
